We examine the air pollution and mortality impacts of coal production leveraging the timing of coalmine accidents. Chinese safety regulation mandated that production activities at a coal mine be suspended if it experiences an accident with ten or more fatalities. We compare counties which experience such an accident to other counties which do so during some other part of the sample period. Combining satellite-based air pollution data at the county-day level with locations and dates of coalmine accidents and a host of controls, we show that timing of accidents cannot be predicted. On average, a coalmine production suspension leads to an 8% reduction in local air pollution. We provide evidence that the observed reduction in local air pollution is not driven by changes in the level of coal consumption. We find significant decreases in respiratory mortality during coalmine production suspensions with particularly large effects on vulnerable populations.
